computer powers up as soon as it recieves power?

my IBM is always plugged in to power, as is my dell both on the same power strip, the Dell doesnt do this but when as soon as i turn on the power strip the IBM turns on on its own, i don't know if this is part of that jumper strip that you connect various wires from the power switch to the motherboard or what but this is annoying because i don't want to have to wait for the computer to start up and i dont want to fry it by turning it off by holding the power for 6 seconds. any suggestions?

This might be a long shot, but you could try turning off the "auto-restart" option in bios. I turned it off on my system because whenever the power would "flicker" it would shut off and just start right back up. Another quick flicker, another restart. Maybe it'll stop the auto-starts.
