COM 2/4 and COM 1/3 sharing

Does anyone understand why COM 2 and 4 is sharing @ IRQ 3? That makes no sense to me. Because if you have two serial connections, one at COM 2 and the other @ COM 4, then you have an IRQ conflict @ IRQ 3.

All in all, why not just add another IRQ for COM 3 and COM 4 so that there are not as many IRQ conflict problems?
 
No there has to be reasoning behind it, it's not like they randomly selected different options from a hat!

IBM: Well, since I only want 15 IRQs, we'll just slide in COM 4 with COM 2 that will be with IRQ 3.
OR
IBM: Well we'll go ahead and have 16 IRQs, move IRQ 3-15 up one, and then slide COM 4 into IRQ 3.

Obviously with today the answer is the first one, but there has to be a WHY, WHY is it like this?
