Cipher Strength Appears as 0 Bit in Internet Explorer

I have been to the Microsoft web site, and this
topic is shown, but it only has 'fixes' for Win98,
ME, etc. Not Win2000.

Did I miss something?

The version that I'm running is 6.0.2800.1106.

I've re-loaded the files from MS, but it didn't
change the encryption.

Had to re-do Service Pack 4
