Question Can not install any os on a new system

this new system always finish the hardware check, formating HDD, and copy os on to the HDD. then it will do it all over again and again.

the system is:
AMD Athlon?64 3200+ Processor Retail (939))(Venice)
Asus A8V MB Dual Channel DDR/ AGP/ Gb LAN socket 939
Deluxe True 350W ATX Midi tower case(M-4661L7) Silver Prescott ready
Kingmax 512MB pc3200 DDR400
Asus Radeon 9250 128MB AGP Video Card with T
Philips PBDV1648S/35
Seagate Barracuda 80GB 7200RPM

When the Pc reboots, And says "Hit any key to boot from disk"
