Probably not; what kind of tuner card is it?

Yes, it is possible. Instead of using your tv tuner, you use your vid card. If your vid card has 2 outputs, then all you need is a VGA to Composite converter, and the appropriate drivers and software for your vid card.

OK, let me rephrase:
It is probably not possible to see your PC on TV with a TV tuner card; rather you need a vid card with a TV out port.

There, that's better.
