My buddy said there was a way in Win 7 to cache files into RAM up to a limit, which would make my most used programs start a lot faster. He said running my two SSD's combined with RAM cache would make my programs open in a blink. Is this something that is done on a per program basis, or is there a blanket I can use to store say 512MB into RAM cache?

This is already done by Windows. In XP is was called prefetching where the most commonly used programs were stored in a cache and able to open faster. With Vista and Win7 it is now called SuperFetch. It does the same thing basically.

Tweak Windows Prefetch(XP) And Superfetch(Vista)
Disable Windows 7 SuperFetch

There are a couple of links that explain it a bit more. But there is a way to do a RAM disk. But if you are only looking to get programs to start faster, then your not going to get much faster than what SuperFetch already does.
