Default buying a tv tuner

I am looking at buying a tv tuner for my pc. I wanted to know what are some good ones to look at and what are good brands? I am guessing pci interface would be better than usb, right? How much room does it need for a pci interface? I would like to stay under $100, the cheaper the better but I also want quality.

Hauppauge seems to be a major brand in the tuner market, I haven't seen much of anything else =\

make you get one with ATSC mode, NTSC is being phased out

I have seen some for $15 and others for around $100. Does "you get what you pay for" apply to this? Is the $15 one going to be junk?
