Build Shared HDD

Hey, I really want to build a Shared Storage Drive like this. The only way I thought about doing it, was getting an old PC (from the loft), replace the hdd with something better (500gb, maybe 1tb) and sharing it over the network. However, that would take up a lot of power from the PSU, whereas it doesn't need anywhere near that much.

I'm going to be living with four people next year, all of us have the same movies/songs on our hdds, and having a shared one constantly on makes sense, so we don't have duplicates around the house.

Is there anyway I could build a version smaller like the link, or something that will take up less power than a PC?

Use a shuttle case build a cheap pc put in a big hard drive and your done, If all that's in there is a HDD, Mobo then you wont need a powerful PSU anyway. The PSU wont use all of its power just whats needed.

Set it up for remote desktop, then share its folders over the workgroup :).
