Boot Problem, need assistance

Ok so I just got a new mobo for my comp, and I'm having boot problems. I don't know if its a jumper problem or not, but the BIOS is detecting my hard drive as Third IDE Slave and my cd-rw drive as Third IDE Master. As for Primary and Secondary IDE devices, it doesn't detect a thing. I have my jumpers on my hard drive and cd-rw drive set to "cable select", but there are about four different master and slave choices on the hard-drive.
I'm not sure what exactly the problem is, but I can't even get to windows as my mobo can't detect my hard-drive and therefore will not boot up because it cant find a boot file. Does this have anything to do with the fact the the mobo's drivers are not yet installed, or is something else going on???
