whats the site for the ati tool that lets me over clock my v card, i got an 8x agp slot now, and i think it will letr me over clock it it without messin up

ok i have a new question, i got condition zero and when i played using an 8x agp card in a 4x slot i woiuld get these short moments of lag with max res and then i got an 8x agp mobo with the same 8x agp card but i still get short moments of lag? whys that? woulnt it double the overal eveything?
