Default Any issues with ATI All-in-wonder video card?

This video card seems like it has all i want (multimedia stuff, video editing, tv tuner, etc)...

ATI AIW RADEON 9600 Video Card, 128MB DDR, 128-bit, CATV/Video Out/Video In, 8X AGP, Model "ALL-IN-WONDER 9600" w/ REMOTE -RETAIL

Read some posts on newegg that I would need to have another card first to install drivers BEFORE installing this card. But since I am building a new PC (first time), I don't have another card to work with.

Is this true, any comments?
