Why does AMD processor perform better than Intel processor of the some clock speed?

I heard a system assembler say that the cache hit ratio or the cache duty cycle an AMD processor is 33 percent greater(better) than that of an INTEL processor.
Which means that the performance of AMD 2400+(2.0GHZ) is equal to that of an INTEL's 2.66GHZ processor.
IS it true?

this has been discussed in many other posts, but heres the rundown: to reach the higher clock speed, thet intel chips have a longer pipline than the athlon chips. intel uses 20-30 and the athlons use 10ish. two processors with different pipelines could do the same amount of work if the one with the longer pipeline did it faster. i wont go into the advantages/disadvantages of longer pipelines here but try searching google for more info.
