Hard drives, like all other magnetic and optical media, need to be formatted before use. Formatting on a hard drive can chop the top couple GB worth off of your usable space; the amount taken depends on the formatting (FAT32, HFS+, HFS, NTFS, and so on and so forth).

But, to stay on topic...

It sounds like your computer is very old. 64MB of RAM is not often the amount you see anymore when referring to main system memory (to be honest, I actually thought you were referring to a graphics card when I clicked on thsi thread). I suggest writing down the configuration of your computer (processor speed/model, etc.) and taking it down to your local computer store so they can pop some more RAM in it.
