XP Splash Screen

PC boots up to the XP splash screen but goes no further after a fresh format. The HDD is brand new just bought 2 days ago tried new IDE cable reseated ram and tested ram with UBD passed. Reset bios back to factory Defaults. All jumper settings are right. Any Ideas Please?

try booting to safe mode? might be vga driver, and maybe even audio

will not even boot into safe mode

one of these 3 might be corrupted, sometimes happens even on fresh installs:
Boot.ini
NTLDR
Ntdetect.com

use the CD Recovery Console

and do a chkdsk

Screw CHKDSK, you need to use the UBCD to scan the drive. If it's not SATA, use Salvation. If it is, use the vendor specific scanning tools provided on the UBCD.

Anyway, what's an A+ asking such a question for?
