won't reboot with internal card reader

I built a new pc with an internal card reader. It works fine except it takes about 10 minutes to boot up. It seems it gets hung up after showing the windows xp logo. I can boot the pc up in 20 seconds, then open the case, plug the card reader into the motherboard and it works great. But this is a pain, I have to do it everytime I start up! I have a host of other devices hooked up via usb without problems. What could be causing this? I've upgraded the bios, updated windows, found the latest drivers for the card reader. Nothing seems to work. any suggestions?
