will not reformat HD - stuck at black screen

i was able to format this new hd previously, and booted successfully with XP2
now i try to reformat it agian and it would not reformat
it booted from cd just fine and it went thru the process of system diagnostic blah blah blah
then it hung at the black screen after the process....any idea?

agian, this PC is working right now just fine, just cannot reformat and will hang after cd boot

-video card is working
-monitor is working
-CD player working
-XP2 disc is fine
-no beeps

Try another CD, perhaps the CD is scratched.
