wierd psu issue

OK, whenver i turn my computer on after its been plugged out the computer starts for 1 second, shuts off instantly, then about 2 seconds later it turns on itself and runs fine,, it only happens after the plug has been takin out or its switched off at the back, this happens to my friends psu which is a differnt make and model also,,any info would be appreciated

i dont know this is just a guess but maybe a power surge possible coming in after plugging it back in might have somethin to do with it? not a 100% sure though just a guess

might be a messed up RAM or a bad CMOS battery
