WHY ARE MY FANS SO Loud

Hey guys, I got a question, recently, I brought my comp to gets its motherboard replaced, anyways, before I did that, the fans on the computer would be pretty quiet, but when they replaced it, the are going full blast. Here are the temps of the case(26 degrees celecius) and the CPU(37 degrees celsius). this is driving me insane
 
Well, perhaps your system was overheating before, and the fans were kicking in to keep it cool. 26 degrees for the case is extremely cool, is it noisy now?
 
Your old mobo was probably controlling the fanspeeds, and the new one is not. Try going into the BIOS and taking a look.
 
thats the first thing I did, going into the bios, but I can't really find anything that control temp
 
ok, i put my comp in a computer cabinet, it helps disipate noise, not the cpu is 41degrees celsius and the case is 30 degrees celcius, is that a safe level?
