why is this hp6300 slower rhan my old pc>

so i bought the hp pro 6300 sff tower
it beats my system in every spec
but it is ridiculously slow compared to what i have in my signature
it takes like 5 minutes to load the windows.
even my old *** hp laptop doesnt take that long to load windows.
in fact the shuttle pc from 2008 takes less time to load windows

the hp 6300 is i7 3770 cpu
8gb of ram
intel 4000 graphics
500gb hard drive
with fresh windows 10
all updates and drivers done
im very puzzled with this

i feel like something is wrong with this pc

SSD will always be faster than a platter drive.

but i mean by that much?
im running dual monitor on max resolution, pandora, 2 separate browsers, security recording from 2 webcams ,
probably another few programs
and i can have about 20 youtube videos playing simultaneously before it slows down.
the hp even doing basic internet browsing just feels laggy

could it be the video card vs integrated graphics and ram on my desktop better quality than the hp?
