what is wrong with my sound

hey, so everytime i play music, games, or any other thing that requires any sound whatsoever to come out of my speakers, they are constantly crackling. even when im not playing any sound, they are still crackling. now i know it is not the speakers because i have tried several different kinds.

so what is the problem here? is it my sound card.
if it is. what is a cheap sound card, but not so cheap as to it will suck.

little info please: are u using onboard audio, or an add on card? and is the volume all the way up in the volume control? turn them all to about 90%, and it might stop the crackling. also mute the line in, and mic, and the cd if u dont use it.

im using on board audio i think. just whatever came with the computer.

im not to computer savy so. but i muted what you told me to mute. the crackling is not as intense. however there is still a bit of crackling.
