Yha, I think hes calling the whole unit a fan..

The part you put in has 2 pieces.. the fan, and a metal block.. Fan touches block, block touches cpu.

Paste goes between cpu and metal block.

Yes, it could.
Here is a good thermal compound, its Arctic Silver 5, $7.00 USB per "tube", don't apply too much though.

Also; be sure to clean off the area where the heatsink sits. Rubbing alcohol on a coffee filter seems to work perfectly fine, then just dry it off with a non-static, lint free cloth.
