Weird issue with Gtx 1080 - downclocking for 1 second when idling in games.

Hello. I have an issue on GTA V and Rise of Tomb Raider, its very random. Sometimes its fine 5 hours, sometimes drop fps and gpu core clock for a fraction of a second and bring clocks back again. It happens when i am idling in game. Just standing by character in the same place in game without touching keyboard or mouse. It happen when i am standing only.

It drop for a second from 1985mhz to 1759mhz. UTIL gpuz. GPU LOAD 99% .What can it be? System clean, all programs closed. Windows 10 Anniversary. Newest drivers.
PC: 6700K No Oc ( good temps )

G1 Xtreme 1080 ( good temps stable )

Corsair 750 RM

Asus Z170-P SSD

1x 256gb Crucial

It happens very rare. I can play 12 hours without this but sometimes it drop for one second when i am idling in game.

Power settings:
Windows Power Settings: Balanced
Nvidia Power Management: Optimal
All power saver options OFF. Monitor turn off: Never, Sleep,Hibernate: Never

Any ideas? Is this related to Optimal power ? Any clues?
 
But there is randomly fps dip ( from 50 fps to 10 fps ) for a fraction of a second with gpu core clock drop. After second clock going up again from 1750mhz to 1985mhz. GPUZ shows util during this moment.

It happens for a second always after 40 minutes after started game. And all is fine again.

What are your graphic settings at on GTA V? ( I don't have Tomb Raider so I can't really speak on that one)

GTA V can be highly graphic/cpu intensive game.

You can also try some of these other common solutions

-defragment your HDD and clean junk out of it
-Try out throttle stop

-Delete all your graphic drivers and go to the graphic driver manufacturer for you ( Nividia/AMD) and download the one most updated for your GPU.
