Default vsync to blame for stuttoring

The stuttoring involved in playing half-life 2 and cs:s is due to vsync being off. Is that an option that can be automatically turned on with the graphics card or is it always software endemic?
I was experiencing screen tearing and jerkiness. I can't believe noone saw this before. Lol, what a waste of time for a simple problem.

try adjusting the monitor refresh rate.

set it higher probably. depends on a few factors. vid card, monitor type and age, game and if its updated (patched), vid card driver. Increase the refresh see if it works. do NOT go over what the monitor is capable of, though.
