Video Output Problem

Every time I start up my computer, my monitor stays black. The motherboard startup(for bios) does not even load.
I have tried two different monitors, both working on seperate computers.
If it helps, I have a pc, (windows xp). Im not sure if it is a problem with the video output or not because my friend has a similair problem. He told me he just needs to powerdown a few times and it will randomly work.

Any tips would be very much appreciated.

Also tell me more about your system incase the above link doesn't help you at all. Did you build it yourself? How old is it? Did this problem always occur?

Is the gpu onboard?
