Question video card death?

I can no longer play WoW, Fallout 3, or Oblivion. I had no problems until recently. The games either send me to the BSOD or go black for all the 3D but the interface/frame usually still exists. TS2 also has problems, random surface planes will go on forever (walls go straight up into the sky, a table top drags across the screen).

Even non-gaming issues have cropped up, my screen saver no longer displays properly. It's just colors. Any solid dark screen has random colored pixels strewn across it. The pixels are different colors and not in the same places.

All my drivers are up to date. Power isn't a problem. Is it time to replace my graphics card?
