USB or PS/2 mouse not working

I've got a USB / PS2 Microsoft optical mouse that doesn't work when in WIndows XP SP2 mode. When I try booting into DOS App like ghost and what have you, with out booting into Windows environment 1st, the mouse works. But, when in windows mode - it doesn't work.

I can see the mouse at boot up, but it won't move. What should I do next.
