USB Power Surges

I can see that this is a fairly common problem, but after an hour of searching the internet for a solution that will work for me, I must admit I'm stumped.
I have four USB ports in my toshiba laptop. I had two Xbox 360 Wired controllers plugged in and was playing with my brother, when his controller got cut off and we got the message: Power Surge on Hub Port. A USB device has exceeded the limits of his hub port.
This happened for the first time today, despite the fact we have used the same two controllers on several occasions before.
We noticed that it's the same two ports that cut out as well, the other two are fine.
So, I'm stumped. I on't know what to do. I even tried re-installing them, no change. It works for a couple of minutes, then dies.
Not sure if any other infomation is needed? I'm running Windows 7 64 bit.
I should also mention the other USB ports were unused at the time, and this message still pops up for those ports even if nothing is plugged into them.
So what could have suddenly caused this?
Any help would be very much apprecated =)
