USB Initializing problem, Computer Hangs

Hey,

I've had this problem for quite a long time with my PC. It has a Biostar G41D3 with a Intel Dual Core processor. When I turn it on, it will get to the point initializing USB and then it will hang and I cannot get into BIOS or anything. Anybody have any solution as how to fix this. If I get a new motherboard will it solve this problem. Thanks
 
Does it ever get into Windows? Try resetting the BIOS.

If you get a new board, you will have to reinstall Windows.
 
I put a clean version of Windows last night but obviously it didn't work. I can get into BIOS every now and then. I did reset it back to default settings and it worked for quite some time today while I was cycling on/off. I am about to buy a new motherboard right now and if that doesnt work maybe give some more power to the ports.
 
The power supply came with the case. Its a Logisys CS308 with 480 W. Right now I have the voltage set to 110 V but I can double it to 220 V
