USB Device Not Recognized?

I have a freshly reformated laptop with XP Pro SP2. I have a usb hub i'm trying to use on it because the laptop only has one USB port. When I plug it in.. I get the message USB Device Not Recognized and it does work. The hub works in my desktop just find, what would cause this?

Drivers... Update your drivers and you should be good.

Tried that and it didn't seem to work. Would it have anything to do with the USB version? My laptop only supports 1.1. But I'm not sure if the hub is 2.0 or not.
