Default Unusually noisy computer

I noticed my Dell OptiPlex GX280 was very noisy. Booted up the monitor and nothing on the screen. So I unplugged the computer and plugged back in. The computer came back on but never did this before. Had to manually start the computer. Anyway the same noise and a blank screen. So I unplugged computer again for a much longer time. Same results.

When the computer is on like it is supposed to be the power light on the monitor turns blue. Does not turn blue when the computer. Again is so called on.

I am purchasing another Optiplex GX 280. Will swap out the hard drive from the now unworking GX 280 to the newly purchased one

I do not believe this has anything to do with it's internal hard drive.

Also the monitor does not show anything when the computer is so so called on.

Being Pentium 4 era, I'd always attribute a noisy computer that's unstable to overheating. You probably need to ensure that the CPU cooler is clean, powered and apply new thermal interface material between it and the CPU.

Well turned out to be the power supply. Purchased another of the same make and model. Quiet as a church mouse. Upgraded to. SSD. Cloned my 89 GB spinning drive to the 259GB SSD. No problems.
