Unstable USB and Sound Card

I have recently built a new PC and my issue is that all my components have and will work at some point. It just takes a lot of restarting to get them to work. Example: My keyboard may not work but mouse and sound do or my keyboard will work but my sound wont. Also sometimes my external hard drives will not show up. My only thing I can think of is something is wrong with the motherboard all drivers are up to date. I have contact them and they are willing to trade it out but I just wanted to see if anyone else has any ideas if it is something else before I am without a PC for 2 weeks. Thank you.

Did you install the chipset drivers from AsRock's website? What about the sound drivers?

If that's where you got them...I'd say go ahead with the RMA and see if you still have issues after the swap.
 
yep... all drivers are up to date for everything. I am wondering if it could be a power management issue?
