I have a Thinkpad T60, no dock, with an x1400 videocard hooked up to a Samsung syncmaster 216bw with a resolution of 1680x1050. I'm unable to get the laptop to output at this resolution; the resolution that works best is 1400x1050, but it even looks a bit stretched.

In the ATI contorl panel, I have an option for 1600x1200 and I have used that resolution in the past on another monitor, so this tells me the card is powerful enough to output to this screen at 1680x1050.

Does anyone have any ideas how to fix this cause I have been searching google for days and people have been saying that the laptop is capable of this resolution... and I'm unsure as to why I can not.

Hello,

If you've not tried this yet, you could try downloading and installing the OmegaDriver for ATI graphics cards:

http://www.omegadrivers.net/ati.php

It should allow you to choose from a greater number of resolutions, and if 1680x1050 is not an available option, there should be a feature which allows you to apply a custom resolution.

It seems that someone with the same laptop as you over at Notebook Review Forums has been in the same situation. His solution involves the use of OmegaDriver for ATI: http://forum.notebookreview.com/showthread.php?t=98341 .
