Question Surge protector behavior

Is this normal?

My computer is off.
The power goes out.
The power returns.
My computer automatically turns on.

Yea, sometimes the computer will still have power in the PSU and it will automatically turn on.

often it's a feature in bios..."stay off" after power failure....something to that effect...

just an FYI, it's a good idea to set your machine to "stay off" but that's up to you...
