Strange graphic problem

Thanks. I checked on Everest:
GPU Diode temp. is 54ºC (129ºF) ...

CPU temp. is 35ºC

Isn't 54ºC the normal?
Its a XFX 6600GT agp 8x ddr3 128mb

I rebooted now and continue to have the problem.
 
Have you tired the monitor on another system? So that you can isolate it to the video card? Reseated your hardware components, especially your card? Updated the driver?
 
I updated the drivers.
I bought my GPU used in an ebay-like site, so I'm not sure it wasn't overclocked or so. How can I reset it, or know if it is overclocked?

I haven't tried with another monitor, but
I turn on and off the monitor and the probme continues...

I googled a bit and found that many XFX Geforce 6600GT went return to manufacturer...

Here's what I have done:
Turn off write combining
Update driver.
Enable fastwrite.
 
I had an ATI Radeon Pro 9800 on a Zenith Chaintech ZNF3-150 mobo, and I could overclock through the BIOS (never did, but it was there). Check there.
