Default set modem speed

i have an external us robotics modem hooked up to a pc running win2000. i need to set the constant speed at 19200 (from 56k). it needs to be set at 19200 ONLY. i have been told that i need to send a command to the modem to set it (not just change the speed in win). is that correct? if so, how would i do this?
