self-built system, won't boot

I put together a PC out of parts that I ordered seperately online to save cash, and unfortunately it fails to boot.

I am using an ECS LGA 775 661FX-M7 motherboard, and I bought a P4 3.0GHz 800FSB 1MB CACHE LGA775 CPU on ebay.

When I attempt to power on the PC, nothing happens, besides every once in a while the processor fan twitches.

I have tried removing all components, except for the processor & fan to only receive the same results.

When I remove the processor, the fan runs and other components turn on.

I'm afraid I was shipped a dead CPU, but I'd like to hear any opinions before I purchase another one.
 
Have the CPU tested at your local computer store.....
If its bad, get a receipt stating that, and try to recover your
money!
I would never buy from Ebay..... just for this reason.

for something as expensive as a cpu or vid card ,you should always buy brand new only. the motherboard is one of the cheapest items in a pc so sometimes its ok to buy used. personally , I always buy new ,because most things are made in china these days.
