Default Screen tearing...?

Im not sure what screen tearing is but my problem may be it.
When ever i play any gave with v sync off, the middle of the screen gets a line of ripple once in a while.
But when i turn v sync on, it goes away but then my fps is capped at 60...is their a solution?

Its normal for some games to have a bit of tearing and thats what vsync is for which is to fix that. I thought if you have vsync on to increase performance your meant to put triple buffering on to, in nvidia control panel.
