Reinstalling Plug and Play Device Enumerator

I'm running windows XP corporate SP2 and on this machine there was recently a webcam installed/removed and I believe it messed up the "Plug and Play Device Enumerator." It has messed up my cd drive and sound drivers. Neither are detectable.

I looked for a solution by googling and searching this forum and always came up with the same thing. Modifying a machine.inf and using it in the have disk option when adding new hardware.

I've followed these steps and didn't have any success in fixing the problem. I get this message after I've tried adding the device again.

"the software for this device is now installed, but may not work correctly.

Windows cannot load the specified device driver for this hardware. The driver may be corrupted of missing (code 39)."

Any advice on how to fix this problem?
 
an update,

I've managed to restart the cd rom drive however my problem lies in windows freezing in normal mode when I run it. In safe mode I noticed I now have 3 plug and play software device enumerators installed in the device manager. How would I go about removing a system device?
