Reinstall

Hi, i have this laptop and i use WINXP.
My problem is that my WINXP is a mess....i want to format but when i do to CMD (dos)...the laptop says: the system is in use...

but when i restart i dont see the option to star prompt dos....
any one knows how i do that?

Put windows XP cd in the drive and reboot. Windows xp will boot and follow the on screen instructions.
