PXE-E61: Media test failure, check cable

I just got a brand new, not refurbished hard drive and keep getting these two messages:

PXE-E61: MEDIA TEST FAILURE, CHECK CABLE
PXE-M0F: EXITING PXE ROM

I cannot boot from my XP disk as it just keeps repeating that message every few seconds.

I did the f12 and recognizes the hard drive, and made it restore defaults even thought I've never changed anything from the default.

I've tried moving the jumper cable around and it does make some difference as it won't recognize the HD in one configuration.

The new hard drive is a hitachi ATA/IDE 7200 rpm unit going into an HP laptop.

Any advice as to what I need to do to make this work is appreciated and since this is something I have never done before I would appreciate it if you could be as specific as possible.

1) Make sure the drive is secure.
2) Disable "Boot from LAN" in the BIOS...this seems to fix it most of the time.

I've seen this error quite a bit w/ PC's that are brought in to where I work.
 
I did disable the boot from network in the BIOS and it did make the message go away, however now when it boots, it just keeps blinking a little cursor in the top left hand corner and never goes away (at least not in 4-5 min which is all I waited twice)

I appreciate the help and am open to more suggestions as this did make it act different.
