I think that my Power Supply works fine, but I would like to check the main power to see that it works correctly. Could someone give me the layout saying what the voltage should be for each pin, and whether it is positive or negative.

The power supply is 20 pin.
 
First of all What power supply do you have. Second of you can go out and buy a digital multimeter, then you can read Voltages and Amperages.
For ATX Power supplies there are these rails.
+ 12
+5
+3.3
- 3.3



I might have missed one, anyways, tolerence is 5% + or - the rail itself. Therefore the 12V rail should be within 0.60 +/-.
 
The computer isn't running so is it normal for only the following to work?

All Black
One green carrying 4 volts
One white carrying 0.01 volts
One purple carrying 5 volts
 
I disconnected everything from the motherboard except for the power and then turned it on, and nothing happened. If it was working correctly shouldn't it have beeped?
 
Why did you disconnect everything from the motherboard?

I didn't tell you to do that.

Why would it beeped when it has no power?

Look, Just connect everything normally, and stick the probe in the back of the 4 Pin and 20 Pin connectors. TRUST me there is enough space, just wrrigle it around until you get a reading. As for the other connectors, you can use the unused ones if you can't stick the probe in the back of them.
