Default problems with laptop screen

I have a toshiba satellite laptop that has a problem with the screen. when it is booted up, the screen will show what appears to be dead pixels in a localised area but the dark areas are larger than just a single pixel. also the screen "shakes" where the "pixelation" is. If i play a video file the file plays fine, but the problem stated above is onlyaround the video, not in the actual video. this problem is also worse when the power supply is plugged in.
computer specs are, pentium iii, 2.6GHz, 256Mb ram, on board video, hdd40Gb, windows xp pro sp2.

any ideas anyone?

Have you tried lowering your frequency. Try 60 or 70 hertz. Sounds like a bad lcd though, you may have to replace it, but it could also just be the cable that connects it to the mobo. You may want to check for loose connections first. If you have never opened a laptop before you may want to take it to a pro, but it will be pricey. The lcd for a laptop is also very expensive.

Are you using this Laptop near any power sources ?
ex: Airconditioner outside your room... etc...
I have heard of things like this happening b/c of smaller things like portable phones, stereos... etc.

it seems to happen where ever it is used, it is alwas on not intermittent,

you can try this.. It fixes SOMETIMES

Works for PC too sometimes. just fullscreen it and play on mplayer and let it run for a few hours
