Problem while trying to format harddrive

I am trying to reformat my harddrive so that i can install xp pro. When i try to format it i get " Format cant run because the volume is in use by another process. Format may run if this volume is dismounted first. ALL OPENED HANDLES TO THIS VOLUME WOULD THEN BE INVALID. Would you like to force a dismount on this volume? (Y/N)" So i typed y and then I get "Cannot lock the drive. The volume is still in use." Does anybody have an idea of what I should do?

Hmm you are rebooting your system with the Xp cd in right. Your not trying to open it in the windows your on in the control panel?
