Exclamation Problem about Size of Hard Drive

I have a SATA hard drive (250 GB) and it works properly, and I? also I had an old Hard Drive (its IDE and has 80 GB capacity). when I connected the IDE hard drive with the CD ROM Cable, windows detected it, but there is only 33 GB of 80 GB shown. I checked the Capacity size in DOS, VISTA and XP, and the same amount was shown. I did checked for bad sectors (there wasn't any) and had formatted it in DOS but I still can see 33 GB of 80 GB of it.
what should I do?

Are you using an 80 wire ultra ata cable? If not try one.

IS the drive partitioned and the rest of the space unallocated?
