Pre bios freeze

My friend and i had just finished building his new rig when we plug it in boot up and it basically freezes on the very first screen.. It say abit enginnered amd athlon xp press delete to enter setup or tab to see pre bios screen. We hit delete nothing happens. Hit tab nothing happenss. After hitting the key so many times it beeps. Please help
