Default powered off and wont turn back on

I was helping a friend with his computer, he was having a problem with the cd/rw drive.
After the last power off (push and hold the button) it wouldn't do anything.
I have swapped the power supply with no luck?
Can someone please help.

Does a LED turn on on the motherboard when the powersupply is on? Do any fans spin?

1. is the LED on the motherboard on ? thats if it has one.

2.have you unplugged all non essesntial parts?

3.unplug all switchs to pins such as reset, usb etc only connect the power switch.

4. take off the front cover and make sure the power switch is hitting the inside switch.

I do not see an l.e.d. on the board.
The board # is P4VMM2

The power button clicks when it is pushed but there is no action that follows.

hmm, sometimes if you put the power LED on the opposite way on the pins, the front lite will be reverse so its on when its off and when you push the button it goes out. You could try that and if the power LED is lit then you know the board is getting power.

But that's not a certainty might just be some of the server mobo's iv been using.

check all the power, reset connectors on the pins are correct.

when I get in this evening I will try that.
Is there any way to verify power or trouble shoot with a volt meter.
And if so where could I find the volt specs?
