Default Power Suppy Problem!

I am currently working on a project to fix and old computer laying around.The power supply I am currently using seems to be working (not the original 350W power supply that i used with it before). It is a 250w power supply. When I connect the inputs into just the motherboard, it starts up. (lights and fan on motherboard for processor turn on). But, when i plug the power supply connectors into any other spots, such as the HDD or the CD Drive it makes an attempt to turn on, but only spins the fan for the processor a quarter of a rotation and the lights flash on for a brief second. Without unplugging anything at all for a second attempt, seemingly nothing visible happens at all...

My guess is that the power supply does not have enough wattage to meet the minimum requirements for start up.

So what input can you people give me on this situation. Thanks in advance.

You basicly answered your own question. There was 350 watt supply in that computer for a reason.
