power supply blues

I recently built a new pc and I had 3 computer friends look at my work and what I had done building it. They said everything was to par, but when I tried to power up my box, the power supply will squeal. I bought another PS and still got this squeal. Could this be a wattage issue? (This was a 350watt psu). I'm not running anything special: one hard drive, one dvd rom, one floppy, nothing special. just a run of the mill entry level gaming box.

any input you could give me would be fantastic, thank you

what video card? a hdd is about 5-7w a dvd-drive anywhere between 20w and 50w. the rest is fairly negligible. do the psu's have any problem in another rig?
