pc wont turn on either will monitor

i am trying to fix my neighbors pc her pc wont turn on at all it doesnt sound like it is workign correctly at all the monitor wont turn on at all either i am gettin really frustrated bc it wont work at all what could this be

check the front panel connections on the motherboard, usually on the bottom right. And check to see if power is going through the board, there should be LED lights on the board which light up. also check the power connections hey ya never know.
