PC Start Up

So a couple of weeks ago I installed the new MB and RAM in my PC and I have noticed that if you shut down my pc using windows when you go to start it back up by pushing the power button all the fans and lights come on for about 3 seconds and then it shuts off and then after about 2 seconds it automatically comes back on and starts up fine. I am completely confused about what is going on here. Also I started having another problem with my pc today. When I start up modern warfare 2 the game seems like it freezes slightly (like the mouse just stops moving but everything else is working fine) The game issue just started today after moving to a new apartment. Any help would be appreciated. Thanks

That sounds like something with your PSU. Something is not getting enough power, as your graphic card.
